What Pakistan can make stealth fighter with such little budget?
If yes, than how?

Pakistan defence budget is smallest in top 30 powers, even Afghanistan have some more budget than Pakistan.
But through such small budget, Pakistan defence authorities are busy to maintain modern requirements.

Many months back, Former Air Cheif of Pakistan airforce, Sohail Oman declared that, "Pakistan will make its own stealth fighter in under project "Azam" in next ten years"
According to officials,
 "Work is start on project Azam".

But how Pakistan can develop stealth fighter?
here are few costs of stealth programs,

TFX program 25 Billion dollars and it will end up 60 Billion dollars.
Initial cost of JFX F-35 was less than 500 Billion dollars

But total defence budget of Pakistan is near 9 Billion dollars. So how PAF can make it?

In my opinion, PAF can not make its stealth fighter in 10 years time and such little money, but it is possible through one aspect,

 PAF can buy incoming FC-31 (J-31) stealth fighter from China on ToT base.
J-31 is a future Aircraft carrier based 5th Generation multi-role fighter of China.On stealth mode it can carry six missiles. During Dubai air show, China offered J-31 in half price than American's F-35.
Aircraft is still in prototype phase.

Buying J-31 with ToT can develop defence industries of Pakistan, and also Pakistan can not go from 4+ genration (Jf thunder block III ) to 5th genration directly.
